Do we live an ineptocracy?

Ineptocracy (in-ep-toc'-ra-cy) -

A system of government where the least capable of leading are elected by the least capable of achieving, and where the members of society least likely to succeed or sustain themselves, are rewarded abundantly with goods and services paid for by confiscated wealth from a diminishing number of producers.

I'm thinking, yes.
