Atlanta schools, poster child for local control and vouchers in education

This is Dr. Beverly Hall, Atlanta's retired school superintendent. She engineered and oversaw the largest teacher-cheating scandal in US History, even winning a $500,000 achievement award in the process.

Under her direction, sometimes threats, at least 200 teachers doctored standardized tests to bring entire school performances, on math tests for instance, from 24% proficiency to 72% proficiency in only one year....unheard of, nay impossible results.

If No Child Left Behind fosters this kind of cheating by teachers to meet federal guidelines for testing, then isn't it about time to take another look at local control of curricula and school choice, i.e. vouchers?
