Is there anybody to whom Obama will not bow?

Obama: "I must have dropped something.....oh, it's the dignity of the office of President".?

To whom did Obama bow this time? A head of state perhaps? A foreign royal of some flavor? Why no....it's the mayor of Tampa, Pam Iorio. Why would Obama bow to the mayor of Tampa? Did he mistake her for the Empress of China, because you know all those Asians look alike?
