Fraud, waste, and abuse of taxpayer money

I'm all for government-funded medical research, it's how I make my living in fact but, is this the sort of thing taxpayers should be funding?

The federal government is spending $178,000 to better understand why drug-abusing prostitutes in Thailand are at greater risk for HIV infection.

Seriously, do we need a research project to answer that? I was in the Air Force with some guys who would gladly shed some light on that question for $20, 15 minutes, and an airline ticket to Bangkok.
